In a mixing bowl, cream together the butter, granulated sugar, and brown sugar until light and fluffy.

Add the egg and vanilla extract, and mix until well combined.

In a separate bowl, whisk together the all-purpose flour, baking powder, salt, and cocoa powder.

Gradually add the dry ingredients to the wet ingredients, mixing until just combined.

Divide the dough in half. Add orange food coloring to one half and mix until evenly colored.

Wrap both doughs in plastic wrap and refrigerate for 30 minutes.

Preheat the oven to 350°F (180°C) and line a baking sheet with parchment paper.

Take a small amount of dough from each color and roll them together to form a ball.

Place the dough balls on the prepared baking sheet and flatten slightly with the palm of your hand.

Press chocolate chips into the dough to create eyes.

Bake for 10-12 minutes, or until the edges are lightly golden.

Remove from the oven and immediately press a candy eyeball into the center of each cookie.

Allow the cookies to cool on the baking sheet for 5 minutes, then transfer to a wire rack to cool completely.
