  1. Preheat the oven to 350°F (175°C). Grease a bundt pan.
  2. In a large bowl, mix together flour, granulated sugar, baking powder, salt, and 1 tablespoon of cinnamon.
  3. Add butter to the dry mixture and use your fingers to rub it in until the mixture resembles coarse crumbs.
  4. Stir in milk and vanilla extract until the dough forms.
  5. In a separate bowl, mix together brown sugar and remaining cinnamon.
  6. Pinch off small pieces of dough and roll them into balls, then roll each ball in the cinnamon-sugar mixture.
  7. Place the coated dough balls in the greased bundt pan, layering them evenly.
  8. If desired, sprinkle chopped nuts and raisins between the layers.
  9. Bake for 30 minutes or until the bread is golden brown and cooked through.
  10. Allow the bread to cool in the pan for 10 minutes, then invert it onto a serving plate.
