Preheat the oven to 180°C (350°F).

In a mixing bowl, combine the all-purpose flour, unsalted butter, granulated sugar, and egg for the tart shell. Mix until a dough forms.

Press the dough into a tart pan and bake for 15 minutes.

In a saucepan, combine the granulated sugar and water for the creme-caramel filling. Cook over medium heat until the sugar caramelizes and turns golden brown.

In a separate bowl, whisk together the egg yolks, heavy cream, whole milk, vanilla extract, and dried lavender flowers.

Slowly pour the caramelized sugar into the egg mixture, whisking constantly.

Pour the filling into the pre-baked tart shell.

Bake for 45 minutes, or until the filling is set.
