  4. In a separate bowl, combine the flour and baking powder.
  5. Gradually add the dry ingredients to the butter mixture, alternating with the milk.
  6. Spoon the batter into cupcake liners and bake for 18-20 minutes.
  7. Allow the cupcakes to cool completely.
  8. Meanwhile, roll out the black fondant and cut out 12 small squares.
  9. Roll out the yellow fondant and cut out 12 small rectangles.
  10. Place a square of black fondant on top of each cupcake.
  11. Pipe a dollop of whipped cream on top of the black fondant.
  12. Place a chocolate candy in the center of the whipped cream.
  13. Attach a yellow rectangle on top of the black fondant to resemble a graduation cap.
  14. Serve and enjoy!
