  1. Preheat the oven to 350°F (175°C) and line a muffin tin with cupcake liners.
  2. In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.
  3. In a large bowl, cream together the butter and sugar until light and fluffy. Add the eggs one at a time, beating well after each addition. Stir in the vanilla extract.
  4. Gradually add the dry ingredients to the butter mixture, alternating with the milk. Mix until just combined.
  5. Divide the batter evenly among the cupcake liners, filling each about 2/3 full.
  6. Bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean.
  7. Remove the cupcakes from the oven and let them cool in the tin for 5 minutes. Then transfer them to a wire rack to cool completely.
  8. While the cupcakes are cooling, prepare the frosting. In a small bowl, combine the powdered sugar, cocoa powder, milk, and vanilla extract. Mix until smooth.
  9. Once the cupcakes are completely cool, frost them with the chocolate frosting.
  10. Unwrap the Tootsie Rolls and microwave them for a few seconds to soften. Mold each Tootsie Roll into a goblin shape with pointy ears and a mouth.
  11. Place a goblin Tootsie Roll on top of each cupcake.
  12. Use a drop of green food coloring to draw eyes on the goblins using the candy eyeballs.
  13. Let the cupcakes rest for 10 minutes to allow the frosting to set.
