Preheat the oven to 375°F (190°C).

Cook the elbow macaroni according to package instructions. Drain and set aside.

Steam the broccoli florets until tender. Set aside.

In a large saucepan, melt the butter over medium heat. Stir in the flour and cook for 1 minute.

Gradually whisk in the milk and cook until thickened.

Stir in the Dijon mustard, garlic powder, salt, and black pepper.

Remove the saucepan from heat and stir in the cheddar cheese, mozzarella cheese, Parmesan cheese, and Gouda cheese until melted and smooth.

In a large mixing bowl, combine the cooked macaroni, steamed broccoli, and cheese sauce. Mix well.
