In a large bowl, whisk together the flour, sugar, cocoa powder, baking powder, baking soda, and salt.

Add the buttermilk, vegetable oil, vanilla extract, and eggs to the dry ingredients. Mix until well combined.

Gradually add the hot water to the batter, mixing until smooth.

Divide the batter evenly among the cupcake liners, filling each about 2/3 full.

Bake for 18-20 minutes, or until a toothpick inserted into the center of a cupcake comes out clean.

Allow the cupcakes to cool completely.

Frost the cupcakes with chocolate frosting.

Crush the Oreo cookies and sprinkle them on top of the frosting.
