Preheat the oven to 350°F (175°C). Grease a baking dish.

In a microwave-safe bowl, melt the butter. Add the sugar and mix well.

Beat the eggs in a separate bowl, then add them to the butter-sugar mixture. Stir in the vanilla extract.

In another bowl, combine the cocoa powder, all-purpose flour, baking powder, and salt. Gradually add this dry mixture to the wet mixture, stirring until well combined.

Fold in the chocolate chips.

Pour the batter into the greased baking dish and smooth the top.

Bake for 25 minutes or until a toothpick inserted into the center comes out with a few moist crumbs.
