In a saucepan, combine milk, sugar, cocoa powder, and cornstarch. Whisk until smooth.

Cook the mixture over medium heat, stirring constantly, until it thickens and comes to a boil.

In a separate bowl, beat the eggs. Slowly pour the hot milk mixture into the beaten eggs, whisking continuously.

Slice the baked puff pastry strips in half horizontally.
