In a large pot, melt the butter over medium heat. Add the onion and garlic, and cook until softened.

Add the flour and stir for 1 minute.

Slowly pour in the vegetable broth while stirring continuously.

Add the broccoli and bring to a boil. Reduce heat and simmer for 10 minutes, or until the broccoli is tender.

Use an immersion blender to puree the soup until smooth.

Stir in the milk, cheddar cheese, salt, and black pepper. Cook for an additional 5 minutes, or until the cheese is melted and the soup is heated through.
