Preheat the oven to 350°F (175°C).

In a large bowl, combine cheddar cheese, Monterey Jack cheese, cream cheese, diced jalapeno peppers, garlic powder, onion powder, paprika, salt, and black pepper. Mix well.

Transfer the mixture to a baking dish and smooth the top.

Bake in the preheated oven for 15-20 minutes, or until the cheese is melted and bubbly.

Remove from the oven and let it cool for a few minutes.

Top with sour cream and sliced green onions.

Serve with tortilla chips.
