  4. In another bowl, whisk together the all-purpose flour, cocoa powder, baking powder, and salt. Gradually add the dry ingredients to the wet ingredients, mixing until just combined.
  5. Stir in the chocolate chips.
  6. Pour the batter into the prepared baking dish and spread it evenly.
  7. Bake for 25 minutes or until a toothpick inserted into the center comes out with a few crumbs.
  8. Remove from the oven and let it cool in the baking dish for 30 minutes.
  9. Cut into squares and serve.
