  1. Preheat the oven to 375°F (190°C).
  2. Peel and thinly slice the potatoes.
  3. In a saucepan, melt the butter over medium heat. Stir in the flour and cook for 1 minute.
  4. Gradually whisk in the milk until smooth. Cook and stir until thickened.
  5. Remove the saucepan from the heat and stir in the cheddar cheese, salt, black pepper, and garlic powder until the cheese is melted.
  6. In a greased baking dish, layer half of the sliced potatoes. Pour half of the cheese sauce over the potatoes. Repeat with the remaining potatoes and cheese sauce.
  7. Cover the baking dish with foil and bake for 40 minutes.
  8. Remove the foil and bake for an additional 10 minutes, or until the top is golden brown.
  9. Let the casserole rest for 10 minutes before serving. Sprinkle with parsley.
