Preheat the oven to 350°F (175°C). Line a baking sheet with parchment paper.

In a medium bowl, whisk together the flour, cocoa powder, baking soda, and salt.

In a large bowl, cream together the butter, granulated sugar, and brown sugar until light and fluffy. Beat in the egg, vanilla extract, and peppermint extract.

Gradually add the dry ingredients to the wet ingredients and mix until well combined.

Roll the dough into 1-inch balls and place them on the prepared baking sheet. Flatten each ball with the bottom of a glass.

In a small bowl, whisk together the powdered sugar and milk to make the frosting.

Spread a teaspoon of frosting onto the flat side of half of the cookies. Sprinkle crushed candy canes on top. Top with the remaining cookies to create sandwich cookies.
