  1. Preheat the oven to 350°F (175°C). Grease and flour a loaf pan.
  2. In a medium bowl, whisk together the flour, baking powder, and salt.
  3. In a large bowl, cream together the butter and granulated sugar until light and fluffy. Beat in the eggs one at a time, then stir in the orange zest and lemon zest.
  4. Gradually mix in the flour mixture, alternating with the orange juice and lemon juice. Stir in the milk until just combined.
  5. Pour the batter into the prepared loaf pan and smooth the top. Bake for 45 minutes, or until a toothpick inserted into the center comes out clean.
  6. Remove from the oven and let cool in the pan for 10 minutes. Then transfer to a wire rack to cool completely.
  7. Once cooled, dust with powdered sugar before serving.
