  1. Preheat the oven to 400°F (200°C). Line a baking sheet with parchment paper.
  2. In a large bowl, whisk together the flour, sugar, baking powder, and salt.
  3. Cut the butter into small cubes and add it to the flour mixture. Use your fingers or a pastry cutter to cut the butter into the flour until the mixture resembles coarse crumbs.
  4. Stir in the grated ginger, orange zest, and lemon zest.
  5. In a separate bowl, whisk together the heavy cream and egg. Pour the cream mixture into the flour mixture and stir until just combined.
  6. Turn the dough out onto a lightly floured surface and knead it a few times until it comes together. Pat the dough into a circle about 1 inch (5 cm) thick.
  7. Use a sharp knife or a biscuit cutter to cut the dough into 8 wedges. Place the wedges onto the prepared baking sheet.
