Preheat the oven to 375°F (190°C).

Peel and thinly slice the potatoes.

In a saucepan, melt the butter over medium heat. Stir in the flour and cook for 1 minute.

Gradually whisk in the milk until smooth.

Add the garlic powder, salt, and black pepper. Cook for 2-3 minutes, until thickened.

Layer half of the sliced potatoes in a greased baking dish. Pour half of the sauce over the potatoes.

Sprinkle half of the cheddar cheese on top. Repeat the layers with the remaining potatoes, sauce, and cheese.

Cover the dish with foil and bake for 30 minutes.

Remove the foil and bake for an additional 10 minutes, until the top is golden and bubbly.
