In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.

In a separate large bowl, cream together the softened butter, granulated sugar, and brown sugar until light and fluffy.

Beat in the egg and vanilla extract until well combined.

Gradually add the dry ingredients to the wet ingredients, mixing until just combined.

Fold in the chocolate chips.

Divide the dough in half and shape each half into a disk. Wrap in plastic wrap and refrigerate for at least 30 minutes.

Preheat the oven to 350°F (175°C) and line a baking sheet with parchment paper.

Roll out one of the dough disks on a lightly floured surface to about 1/4 inch thickness.

Use the teddy bear-shaped cookie cutter to cut out cookies and place them on the prepared baking sheet.

Repeat with the remaining dough.

Bake for 10-12 minutes or until the edges are set.

Allow the cookies to cool on the baking sheet for 5 minutes, then transfer to a wire rack to cool completely.
