Preheat the oven to 350°F (175°C). Line two baking sheets with parchment paper.

In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.

In a large bowl, cream together the butter and granulated sugar until light and fluffy. Beat in the egg and vanilla extract.

Gradually add the dry ingredients to the butter mixture, alternating with the milk. Mix until just combined.

Drop rounded tablespoons of batter onto the prepared baking sheets, spacing them about 2 inches apart.

Bake for 10-12 minutes, or until the tops spring back when lightly touched. Remove from the oven and let cool on the baking sheets for 5 minutes, then transfer to a wire rack to cool completely.

In a small bowl, mix together the raspberry jam and powdered sugar until smooth.

In another small bowl, whip the heavy cream until stiff peaks form.

Spread a dollop of raspberry jam mixture onto the flat side of one cookie, then top with another cookie to create a sandwich. Repeat with the remaining cookies.

Pipe or spoon whipped cream onto the edges of each whoopie pie and garnish with fresh raspberries.
