In a medium bowl, whisk together the flour, cocoa powder, baking powder, salt, and ground cinnamon.

In a large bowl, combine the pumpkin puree, melted butter, granulated sugar, brown sugar, eggs, milk, vanilla extract, and orange zest. Mix well until smooth.

Gradually add the dry ingredients to the wet ingredients, mixing until just combined.

Fill each cupcake liner about two-thirds full with the batter.

Bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean.
