Preheat the oven to 325°F (163°C). Line a muffin tin with cupcake liners.

In a medium bowl, combine the chocolate cookie crumbs and melted butter. Press about 1 tablespoon of the mixture into the bottom of each cupcake liner.

In a large bowl, beat the cream cheese and sugar until smooth. Add the pumpkin puree, vanilla extract, and pumpkin pie spice. Mix until well combined.

Add the eggs, one at a time, beating well after each addition. Stir in the chocolate chips.

Divide the batter evenly among the cupcake liners, filling each about 3/4 full.

Bake for 20-25 minutes, or until the centers are set. Remove from the oven and allow the cupcakes to cool in the tin for 10 minutes. Then, transfer them to a wire rack to cool completely.

Once cooled, refrigerate the cupcakes for at least 1 hour.

Before serving, top each cupcake with a dollop of whipped cream and sprinkle with chocolate shavings.
