  1. Preheat the oven to 350°F (175°C). Grease a 9x9-inch baking pan.
  2. In a large bowl, combine oats, flour, brown sugar, baking soda, and salt. Cut in butter until mixture is crumbly.
  3. Reserve 1 1/2 cups of the oat mixture for the topping. Press remaining mixture into the bottom of the prepared pan.
  4. In a microwave-safe bowl, combine chocolate chips and condensed milk. Heat in the microwave at 30-second intervals, stirring in between, until chocolate is melted and mixture is smooth. Stir in vanilla extract.
  5. Pour chocolate mixture over the crust in the pan. Sprinkle with reserved oat mixture and chopped nuts, if desired.
  6. Bake for 25 minutes, or until lightly browned. Allow to cool completely before cutting into bars.
