  1. Preheat the oven to 350°F (175°C) and line a cupcake pan with liners.
  2. In a bowl, whisk together the flour, cocoa powder, baking powder, and salt.
  3. In a separate bowl, cream together the butter and sugar until light and fluffy.
  4. Beat in the eggs, one at a time, followed by the vanilla extract.
  5. Gradually add the dry ingredients to the wet ingredients, alternating with the milk, beginning and ending with the dry ingredients.
  6. Fill each cupcake liner about 2/3 full with the batter.
  7. Bake for 18-20 minutes or until a toothpick inserted into the center comes out clean.
  8. Allow the cupcakes to cool completely.
  9. Frost each cupcake with chocolate frosting.
  10. Place a mini chocolate square on top of each cupcake to resemble a graduation cap.
  11. Cut the licorice laces into small strips and form them into tassels. Attach a tassel to each chocolate square using a small dot of frosting.
  12. Serve and enjoy!
