Cook the rice according to package instructions.

In a large saucepan, melt the butter over medium heat. Add the chopped onion and minced garlic, and cook until softened.

Stir in the flour and cook for 1 minute. Gradually whisk in the milk until smooth.

Add the cooked rice, chopped broccoli, cheddar cheese, salt, and black pepper to the saucepan. Stir until well combined.

Transfer the mixture to a greased casserole dish.

Bake for 25-30 minutes, or until the top is golden and bubbly.
