  2. In a large bowl, whisk together the flour, baking powder, and salt.
  3. Cut the cold unsalted butter into small cubes and add it to the flour mixture. Use your fingers or a pastry cutter to rub the butter into the flour until the mixture resembles coarse crumbs.
  4. Stir in the grated cheddar cheese and chopped fresh chives.
  5. Make a well in the center of the mixture and pour in the milk. Stir until just combined.
  6. Turn the dough out onto a lightly floured surface and gently knead it a few times until it comes together.
