Preheat the oven to 425°F (220°C) and line a baking sheet with parchment paper.

In a large bowl, whisk together the flour, baking powder, and salt.

Cut the cold unsalted butter into small cubes and add it to the flour mixture. Use your fingers or a pastry cutter to rub the butter into the flour until the mixture resembles coarse crumbs.

Stir in the grated cheddar cheese and chopped fresh chives.

Make a well in the center of the mixture and pour in the milk. Stir until just combined.

Turn the dough out onto a lightly floured surface and gently knead it a few times until it comes together.
