Cook the shell pasta according to package instructions. Drain and set aside.

Preheat the oven to 375°F (190°C).

In a saucepan, melt the butter over medium heat. Stir in the flour and cook for 1 minute.

Gradually whisk in the milk and continue cooking until the mixture thickens.

Remove from heat and stir in the cheddar cheese until melted and smooth.

In a baking dish, combine the cooked pasta, cheese sauce, and diced tomatoes.
