Cook chow mein noodles according to package instructions. Drain and set aside.

Heat vegetable oil in a large pan or wok over medium heat. Add minced garlic and grated ginger, and sauté for 1-2 minutes until fragrant.

Add sliced red bell pepper, julienned carrots, and chopped green onions to the pan. Stir-fry for 3-4 minutes until the vegetables are tender-crisp.

In a small bowl, whisk together soy sauce, oyster sauce, sugar, cornstarch, and water. Pour the sauce into the pan and stir to coat the vegetables.

Add the cooked chow mein noodles and cashews to the pan. Toss everything together until well combined and heated through.
