In a large bowl, whisk together the flour, cocoa powder, baking powder, baking soda, and salt.

In a separate bowl, cream together the butter and granulated sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.

Gradually mix in the dry ingredients, alternating with the buttermilk. Stir in the hot water until the batter is smooth.

Divide the batter evenly between the prepared pans. Bake for 30-35 minutes, or until a toothpick inserted into the center comes out clean.

In a microwave-safe bowl, melt the chocolate chips and heavy cream together, stirring until smooth. Let it cool for 10 minutes, then beat in the powdered sugar until the frosting thickens.
