Preheat the oven to 350°F (175°C).

In a large bowl, mix together the flour, brown sugar, baking powder, cinnamon, and salt.

In a separate bowl, beat the eggs and then add the vegetable oil, milk, and vanilla extract. Mix well.

Gradually add the wet ingredients to the dry ingredients, stirring until just combined.

Fold in the grated carrots and chopped nuts.

Spoon the batter onto a greased muffin-top pan, filling each cavity about 3/4 full.

Bake for 20-25 minutes, or until a toothpick inserted into the center comes out clean.

Allow the muffin-tops to cool in the pan for 10 minutes before transferring to a wire rack to cool completely.
