  2. In a large bowl, whisk together the flour, baking powder, cinnamon, and salt.
  3. In another bowl, combine the vegetable oil, granulated sugar, brown sugar, eggs, and vanilla extract. Mix well.
  4. Gradually add the dry ingredients to the wet ingredients and mix until just combined.
  5. Stir in the grated carrots.
  6. In a separate bowl, beat together the cream cheese, powdered sugar, butter, and milk until smooth.
  7. Pour half of the carrot cake batter into the prepared baking pan. Spoon dollops of the cream cheese mixture on top. Swirl the cream cheese mixture into the carrot cake batter using a knife.
  8. Pour the remaining carrot cake batter over the cream cheese swirl.
  9. Bake for 40-45 minutes or until a toothpick inserted into the center comes out clean.
  10. Allow the carrot cake bars to cool in the pan for 30 minutes before transferring to a wire rack to cool completely.
  11. Once cooled, cut into bars and serve.
