In a large pot, combine the rice, coconut milk, water, red bell pepper, onion, garlic, Scotch bonnet pepper, thyme, allspice, salt, and black pepper.

Bring the mixture to a boil over medium heat.

Reduce the heat to low, cover the pot, and let it simmer for 20 minutes or until the rice is cooked and the liquid is absorbed.

Stir in the kidney beans and cook for an additional 5 minutes.

Remove the pot from the heat and let it rest for 5 minutes.

Fluff the rice with a fork and garnish with green onions.

Serve the Caribbean rice with lime wedges on the side.
