  2. Roll out the pie crust and press it into a tart pan.
  3. In a saucepan, combine the kumquats, sugar, and water. Cook over medium heat until the kumquats are tender and the mixture has thickened, about 15 minutes.
  4. In a bowl, mix together the ricotta cheese, eggs, vanilla extract, and honey.
  5. Spread the ricotta mixture onto the pie crust.
  6. Arrange the candied kumquats on top of the ricotta mixture.
  7. Bake for 25-30 minutes, or until the tart is golden brown.
  8. Let the tart cool for 30 minutes.
  9. Dust with powdered sugar before serving.
