Preheat the oven to 350°F (175°C) and line a muffin tin with cupcake liners.

In a large mixing bowl, combine the flour, sugar, cocoa powder, baking powder, baking soda, and salt.

Add the eggs, milk, oil, and vanilla extract to the dry ingredients. Mix until well combined.

Gradually add the boiling water to the batter, mixing continuously.

Pour the batter into the cupcake liners, filling each about 2/3 full.

Bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean.

Remove the cupcakes from the oven and let them cool completely.

In a separate bowl, beat the cream cheese, butter, powdered sugar, and vanilla extract until smooth and creamy.

Frost the cooled cupcakes with the cream cheese mixture.

Crush the Butterfinger candy bars and sprinkle them over the frosted cupcakes.

Top each cupcake with a dollop of whipped cream.
