  1. Preheat the oven to 350°F (175°C) and line a muffin tin with cupcake liners.
  2. In a medium bowl, whisk together the flour, baking powder, and salt.
  3. In a separate large bowl, cream together the butter and sugar until light and fluffy.
  4. Beat in the eggs, one at a time, followed by the vanilla extract and butterbeer extract.
  5. Gradually mix in the dry ingredients, alternating with the buttermilk, beginning and ending with the dry ingredients.
  6. Divide the batter evenly among the cupcake liners and bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean.
  7. Remove the cupcakes from the oven and let them cool in the pan for 5 minutes. Then transfer them to a wire rack to cool completely.
  8. Once the cupcakes are cooled, use a small knife or cupcake corer to remove a small portion from the center of each cupcake.
  9. Fill the holes with butterbeer sauce.
  10. Top each cupcake with whipped cream and sprinkle with butterscotch chips.
