In a large bowl, combine flour, yeast, salt, and sugar.

Gradually add warm water and mix until a dough forms.

Knead the dough on a floured surface for about 5 minutes, until smooth and elastic.

Place the dough in a greased bowl, cover with a clean cloth, and let it rise in a warm place for 1 hour, or until doubled in size.

Preheat the oven to 375°F (190°C).

Punch down the dough and divide it into small pieces.

Roll each piece into a ball and dip it in melted butter mixed with garlic powder.

Arrange the balls in a greased baking dish, sprinkling shredded cheese between the layers.

Bake for 25 minutes, or until golden brown and the cheese is melted.
