Preheat the oven to 350°F (175°C).

In a large saucepan, melt the butter over medium heat. Add the onion and garlic, and cook until softened.

Stir in the flour, salt, and black pepper until well combined.

Gradually whisk in the milk, and cook until the mixture thickens.

Remove from heat and stir in the cooked rice, broccoli, and cheddar cheese.

Transfer the mixture to a greased casserole dish.

Bake in the preheated oven for 30-40 minutes, or until the top is golden and bubbling.

Let it rest for 10 minutes before serving.
