  1. Preheat the oven to 375°F (190°C) and line a muffin tin with paper liners.
  2. In a large bowl, whisk together the flour, sugar, baking powder, and salt.
  3. In a separate bowl, mix together the milk, vegetable oil, egg, and lemon zest.
  4. Pour the wet ingredients into the dry ingredients and gently stir until just combined.
  5. Gently fold in the blueberries.
  6. In a small bowl, combine the streusel ingredients - flour, sugar, and lemon zest.
  7. Cut in the butter using a fork or pastry cutter until the mixture resembles coarse crumbs.
