Preheat the oven to 375°F (190°C) and line a muffin tin with paper liners.

In a large bowl, whisk together the flour, sugar, baking powder, and salt.

In a separate bowl, beat the cream cheese and butter until smooth. Add the eggs one at a time, beating well after each addition. Stir in the vanilla extract.

Gradually add the dry ingredients to the cream cheese mixture, alternating with the milk. Fold in the blueberries and lemon zest.

Spoon the batter into the prepared muffin tin, filling each cup about 2/3 full.

Bake for 20-25 minutes, or until a toothpick inserted into the center comes out clean.

Remove from the oven and let the muffins cool in the tin for 10 minutes. Then transfer to a wire rack to cool completely.
