In a large bowl, combine black beans, corn kernels, cheddar cheese, green onions, all-purpose flour, baking powder, and salt.

In a separate bowl, whisk together the beaten egg and milk.

Pour the egg and milk mixture into the bowl with the bean mixture. Stir until well combined.

Heat vegetable oil in a frying pan over medium heat.

Drop spoonfuls of the fritter batter into the hot oil and flatten slightly with the back of a spoon.

Cook for 2-3 minutes on each side, or until golden brown.

Remove the fritters from the pan and place them on a paper towel-lined plate to drain excess oil.
