Preheat the oven to 350°F (175°C). Grease a 9x9-inch baking dish.

In a medium bowl, combine the chocolate graham cracker crumbs and melted butter. Press the mixture into the bottom of the prepared baking dish.

In a separate bowl, beat the cream cheese, peanut butter, powdered sugar, and vanilla extract until smooth. Spread the mixture over the crust in the baking dish.

In a small saucepan, heat the whipping cream over medium heat until hot but not boiling. Remove from heat and add the semi-sweet chocolate chips. Stir until the chocolate is melted and smooth.

Pour the chocolate mixture over the cream cheese layer in the baking dish. Sprinkle with peanut butter chips.

Bake for 25 minutes or until set. Remove from the oven and let cool for 1 hour.

Refrigerate for at least 2 hours before cutting into bars. Serve chilled.
