Preheat the oven to 375°F (190°C).

In a large pot, bring the vegetable broth to a boil.

Add the barley and simmer for 30 minutes, or until tender.

In a separate pan, heat olive oil and sauté the onion, carrot, celery, and garlic until softened.

Add the sautéed vegetables to the pot with the barley.

Stir in thyme, rosemary, bay leaves, salt, and black pepper.

Transfer the mixture to a baking dish and sprinkle with Parmesan cheese.

Bake in the preheated oven for 15 minutes, or until the top is golden and crispy.

Remove from the oven and let it rest for 10 minutes.

Garnish with fresh parsley before serving.
