Preheat the oven to 375°F (190°C). Line a muffin tin with paper liners.

In a large bowl, whisk together the flour, baking powder, baking soda, salt, cinnamon, and nutmeg.

In a separate bowl, mix together the melted butter, granulated sugar, brown sugar, eggs, sour cream, and vanilla extract.
