Preheat the oven to 350°F (175°C) and line a baking sheet with parchment paper.

In a medium bowl, combine the rolled oats, all-purpose flour, baking powder, cinnamon, and salt.

In a separate large bowl, mix the melted butter, brown sugar, and granulated sugar until well combined. Add the egg and vanilla extract, and mix until smooth.

Gradually add the dry ingredient mixture to the wet ingredients, stirring until just combined. Fold in the diced apple and raisins.

Drop spoonfuls of dough onto the prepared baking sheet, spacing them about 2 inches apart. Flatten each cookie slightly with the back of a spoon.

Bake for 10-12 minutes, or until the edges are lightly golden. Remove from the oven and let the cookies rest on the baking sheet for 5 minutes before transferring them to a wire rack to cool completely.
