Preheat the oven to 375°F (190°C). Grease a muffin tin or line with paper liners.

In a medium bowl, whisk together the flour, baking powder, salt, cinnamon, and nutmeg.

In a large bowl, cream together the butter and granulated sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.

Gradually add the dry ingredients to the butter mixture, alternating with the milk. Fold in the chopped apples.

Divide the batter evenly among the prepared muffin cups. Bake for 20-25 minutes, or until a toothpick inserted into the center comes out clean.

While the muffins are baking, prepare the caramel glaze by combining the brown sugar and heavy cream in a small saucepan. Cook over medium heat, stirring constantly, until the sugar has dissolved and the mixture has thickened slightly.
