Preheat the oven to 350°F (175°C). Line a baking sheet with parchment paper.

In a medium bowl, whisk together the flour, baking soda, salt, cinnamon, and nutmeg.

In a large bowl, cream together the softened butter, granulated sugar, and brown sugar until light and fluffy. Beat in the egg and vanilla extract.

Gradually add the dry ingredient mixture to the butter mixture, mixing well after each addition. Stir in the apple butter, oats, and dried apple.

Drop rounded tablespoonfuls of dough onto the prepared baking sheet, spacing them about 2 inches apart. Flatten each cookie slightly with the back of a spoon.

Bake for 10-12 minutes, or until the edges are lightly golden. Remove from the oven and let the cookies cool on the baking sheet for 5 minutes. Transfer to a wire rack to cool completely.

Dust the cooled cookies with powdered sugar before serving.
