In a large pan, bring the milk to a boil.

Reduce the heat and simmer for 15 minutes, stirring occasionally.

Add the sugar, almonds, cardamom powder, and saffron. Mix well.

Simmer for another 10 minutes, stirring continuously.

Remove from heat and let it cool completely.

Pour the mixture into kulfi molds or small bowls.

Garnish with pistachios.

Cover the molds or bowls with aluminum foil.

Place in the freezer and let it set for at least 6 hours or overnight.
