Preheat the oven to 350°F (175°C) and grease a baking sheet.

In a bowl, whisk together the flour, cocoa powder, baking powder, and salt.

In a separate bowl, cream the butter and granulated sugar until light and fluffy.

Beat in the eggs one at a time, followed by the vanilla extract.

Gradually add the dry ingredients to the wet ingredients, alternating with milk. Mix until just combined.

Drop spoonfuls of batter onto the prepared baking sheet, spacing them apart.

Allow the ding dongs to cool on the baking sheet for a few minutes, then transfer them to a wire rack to cool completely.

In a small bowl, whisk together the powdered sugar and milk to make the glaze.
