In a large pot, bring the vegetable broth to a boil. Add the barley and let it simmer for 20 minutes until tender.

Meanwhile, chop the onion, garlic, carrot, celery, and red bell pepper.

In a separate pan, heat olive oil over medium heat. Add the chopped vegetables and sauté for 5 minutes until softened.
