Preheat the oven to 180°C (350°F).

In a large skillet, melt the butter over medium heat. Add the chopped onion and minced garlic, and cook until softened.

Add the sliced carrots, potatoes, and parsnips to the skillet. Cook for 5 minutes, stirring occasionally.

Sprinkle the flour over the vegetables and stir well to coat. Cook for an additional 2 minutes.

Gradually pour in the vegetable stock and milk, stirring constantly. Add the thyme, salt, and black pepper. Bring to a simmer and cook until the sauce thickens.

Stir in the frozen peas and transfer the vegetable mixture to a baking dish.

Roll out the puff pastry sheet to fit the top of the baking dish. Place it over the vegetables, pressing the edges to seal.

Bake for 25-30 minutes, or until the pastry is golden brown and the filling is bubbling.

Remove from the oven and let it rest for 10 minutes before serving.
