Preheat the oven to 375°F (190°C).

In a large bowl, combine the rhubarb, sugar, lemon juice, and cornstarch. Mix well and set aside.

In a separate bowl, whisk together the whole wheat flour, baking powder, and salt.

Cut the unsalted butter into small pieces and add it to the flour mixture. Use your fingers or a pastry cutter to combine until the mixture resembles coarse crumbs.

Stir in the milk and vanilla extract until just combined.

Heat a 10-inch skillet over medium heat and transfer the rhubarb mixture to the skillet.

Drop spoonfuls of the dough over the rhubarb mixture, covering it as evenly as possible.

Sprinkle the turbinado sugar over the top.

Bake in the preheated oven for 35-40 minutes, or until the cobbler is golden brown and the rhubarb is bubbling.

Remove from the oven and let it rest for 10 minutes before serving.
